Links to Handy Modding Utilities.
Ok i'm working on a list of handy Modding tools. This post will be updated constantly.
Key:
programs highlighted in green means they are free
programs highlighted in red means you have to pay
Modeling Tools:
GMAX - Very simple Modeling Tool. I'ts Free. a Perfect replacement for those who don't want to buy 3dsmax

W3D importer - Actually imports the models into gmax

3dsmax - Waaay much better than gmax. this is what you need to do professional stuff. unlike gmax it can render

Texturing Utilities:
Photoshop - It's a must have. The best Texture editing Software (in my opinion) for games and more.

GIMP - For those who don't want to pay there is always GIMP. it's an alternative image editing software. It is really good with 3d modeling textures so i've heard.

DDS Converter - This tool can convert many types of image files bmp, jpeg tga and dds. perfect for converting textures from CNC Generals. + Comes in handy in many other ways (this is the newest one)

photoshop, a particle is actually a single texture file and using the codes u can make it change color, and u can edit how it looks in game.

dont forget to include the .csf editor and finalBIG 
to be honest, i used to mod a LOT. I did a GOOD portion of coding and modelling. [My specialty is aircraft... i probably still got it but idk... its been a while]. I still have RenX on my PC as well as FinalBIG, ect. I basically just made little mods for myself. I may have one laying around on my old PC but idk. I am soooooo psyched to play TAOW... like... you dont understand... i been watching this mod since forever!
